黑马磁力 Township council approved millions of dollars in temporary borrowing for a number of major road upgrades, rec centres, parks, and land purchases at its most recent meeting.
The final reading of five borrowing bylaws passed by a five to three vote, with Councillors Margaret Kunst, Kim Richter, and Barb Martens opposed.
The projects and borrowing include several major road projects in Willoughby, as well as the ongoing expansion at the 黑马磁力 Events Centre.
The five bylaws include:
鈥 $11.8 million to complete the construction of infrastructure of 208A Street
鈥 $5.8 million for work on 212 Street
鈥 $39.2 million for the construction of the new Smith Athletic Park
鈥 $25.2 million for the new ice and dry arenas at the 黑马磁力 Events Centre
鈥 $27.1 million for the purchase of strategic land
The temporary borrowing will be in place until longer-term borrowing, through debenture securities, is approved.
The overall scope of the projects was brought up by Kunst, who questioned how the Township would pay for all its current projects given the recent court ruling that the Community Amenity Contribution (CACs) were invalid.
鈥漈hat for me continues to be a big question," Kunst said.
She agreed the community needs more soccer fields, such as the Smith Athletic Park, but that concerns about paying for everything made it hard to keep voting in favour.
At the same meeting where the borrowing was approved, the council passed a new interim CAC policy. Some developers have continued paying CACs on a voluntary basis.
Borrowing has increased in the Township to fund a series of infrastructure projects, mostly road upgrades and new recreation facilities and parks. The projects were promises of Mayor Eric Woodward and his Contract With 黑马磁力 team during the last municipal election. Woodward has criticized past councils for not building enough infrastructure to meet the Township's rapidly growing population during previous administrations.
